The goal of the Division of Fish & Wildlife's Lake and River Enhancement (LARE) Program is to protect and enhance aquatic habitat for fish and wildlife, and to insure the continued viability of Indiana's publicly accessible lakes and streams for multiple uses, including recreational opportunities. This is accomplished through measures that reduce non-point sediment and nutrient pollution of surface waters to a level that meets or surpasses state water quality standards.
To accomplish this goal, the LARE Program provides technical and financial assistance for qualifying projects. Approved grant funding may be used for one or more of the following purposes:
  1. Investigations to determine what problems are affecting a lake/lakes or a stream segment.
  2. Evaluation of identified problems and effective action recommendations to resolve those problems.
  3. Cost-sharing with land users in a watershed above upstream from a project lake or stream for installation or application of sediment and nutrient reducing practices on their land.
  4. Matching federal funds for qualifying projects.
  5. Feasibility studies to define appropriate lake and stream remediation measures.
  6. Engineering designs and construction of remedial measures.
  7. Water quality monitoring of public lakes.
  8. Management of invasive aquatic vegetation
  9. Sediment removal from qualifying lakes.
  10. Logjam removal from qualifying rivers.

As we work collaboratively with the city, we are moving forward with environmental remediation at the site. We are confident the remediation can be completed to accommodate development of the Community Justice Campus and other appropriate uses. In addition to recent improvements to Pleasant Run Creek, we will be planting more than 1,000 trees at the site as part of the creek restoration and our 10 Thousand Trees Program.  And finally, by the year 2025 we will restore water quality in Pleasant Run Creek to levels not seen in more than 100 years by eliminating sewer overflows to the stream through construction of the Pleasant Run Tunnel as part of our DigIndy Project.

Re: Public Records dispute

 On Friday 2/2/2018, I stoppe at the information desk at the city county building and asked how to check if someone had a warrant.  
i have recently hired a subcontractor for one of my companies, and doing a warrant check is part of the background check process. he is also a client. i was directed to go to the sheriff's office next to the information booth. i went. when i aske to check my guy's warrant status, a tall red-haired officer laughed at me and said that was impossible. Let's call him John doe #1. This added insult to injury. From a legal standpoint, the injury is that my lawful public records request was denied. Since a verbal approach han't worked, I then file a written request for the record.The one-line response was written by an A-A supervisor with glasses. I could not make out his signature and do not know their names. No statutory authority was cited, so I was not sure this complied procedurally with the law.
I then took the written request to the PAC office at the state office building and file a complaint, so they will be looking into it. please let me know what your office's policy is regarding warrant information as public records.

The Robert B. Annis Water Resources Institute (AWRI), is located in Muskegon, Michigan at the Lake Michigan Center on Muskegon Lake. The mission of the Institute is to integrate research, education, and outreach to enhance and preserve freshwater resources. AWRI is a multidisciplinary research organization within the College of Liberal Arts and Sciences at Grand Valley State University. The Institute conducts research on water resources, including: ecosystem structure and function, contaminants and toxicology, hydrology, land use, watershed, stream, and wetland ecology, water quality, and basic and applied limnology.[1]

Facilities and equipment[edit]

Facilities within the Lake Michigan Center include classrooms, conference areas, analytical labs, research labs, mesocosms, dockage, and ship support and storage.[1] The institute also owns and operates its own research vessels, the D.J. Angus and the W.G. Jackson.[1] The D.J. Angus is a 45-foot vessel and weighs 22.5 tons; she is kept at Harbor Island in Grand Haven, Michigan.[2] The W.G. Jackson is 64 feet and 10 inches long and weighs 68.5 tons; she is kept at the Lake Michigan Center in Muskegon.[3]
AWRI received $500,000 in federal money to support a continuing $2 million expansion.[4]
MUSKEGON -- Federal support of the expansion of the Robert B. Annis Water Resources Institute on Muskegon Lake continues with an additional $500,000 in the congressional budget pipeline.
The Grand Valley State University water research center is in line to receive the additional funds through an "earmark" from U.S. Rep. Pete Hoekstra, R-Holland. The special GVSU funding is part of a major appropriations bill approved last week by the U.S. House of Representatives and sent to the Senate.
The Water Resources Institute would use the funds to continue renovations on the original building on the GVSU site at 740 W. Lakeshore, according to institute Director Alan Steinman.

Once the home of Lakeshore Contractors -- a Muskegon-based marine construction company -- the facility became a warehouse when the university built the Lake Michigan Center for its research and educational programs. As the institute grows, that storage space is needed for research, Steinman said.
With a new storage area being built with previously approved federal funds, the original storage building is now being retrofitted for new laboratories, offices and eventually dorm rooms for visiting students and scholars. Including winterizing the facility, the total cost of renovation is estimated at $2 million, Steinman said.
Initially, Steinman said the institute will develop a new molecular ecology laboratory, freeing up space in the Lake Michigan Center. The institute will expand its work on evasive species in the Great Lakes through genetic research.
Not only will the molecular lab allow further research, it will also provide advanced training for GVSU students, Steinman said.

Federal efforts to study and eventually clean up the Great Lakes are proceeding, providing the GVSU water research center with opportunities to share in that work.
"The efforts of Dr. Steinman and his staff have greatly advanced research toward cleaning up the Great Lakes and understanding threats to their sustainability," Hoekstra said in a prepared statement announcing the special federal funding for GVSU. "The field station enhances their ability to aggressively integrate research, education and outreach to develop and implement solutions to issues that impact such a significant freshwater resource."
Besides the research work of the institute, GVSU also operates the W.G. Jackson research vessel from its Muskegon Lake facility and provides environmental education to a variety of groups throughout West Michigan.

This brief, prepared by Bingham McCutchen LLP and coordinated by CPP Director Richard Sobel, argues that, before an election official may demand government-issued photo identification, there must be at least a reasonable suspicion of criminal activity and that this standard is not met for almost all voters.
